My guess is this outfit is a group the FBI and CIA are using for their own purposes.

Not only that, but they paid them in Bitcoin which makes it that much harder to investigate/trace.

Cyber crime pays.
The issue here is offline backups of critical systems. The power industry is heavily regulated (NERC/NRC) to insure they are protected from these attacks. Not sure who regulates pipelines though if at all.
