I read the whole article.
To me it seems like a set of "buzz words" thrown together in a few paragraphs that people aren't really expected to read and follow, just understand and say ah-HA! Shennagigans! But there is really nothing to what I read.
First it talks about the City of Milwaukee.
One paragraph later jumps to talk about Green Bay which was doing something completely different (one was doing things before the election to get a grant, the other...well the article doesn't really say).
Then it talks about "ballot harvesting", without providing any details apart to say that some groups were granted some kind of access to some kind of viewing area, which proves nothing about harvesting.
The article is just a mess. If I was teaching a journalism class I would expect something this "all over the place" to produced by a Junior High School kid with Attention Deficit problems.
