Optimistic Prediction: He moves us back to Phase 3 on 2/17

Pessimistic prediction: He keeps us in Phase 2+ for 2 weeks past MG

All metrics are indicating we should move to the next phase, but we have already shown that we are incapable of properly handling freedom, therefore he must keep us in this current phase for another 4 weeks. If we can prove to him that we have changed, then he will consider moving us to the next phase in 8 weeks.

because all the restaurants that had tables roped off for when we were in Phase 2 this summer have all of their tables open now

my daughter's school never changed anything when we went back to Phase 2

so I'm just curious what the phases even mean at this point
