Why has a major movie never been made about Katrina?

obviously there have been documentaries and some movies inspired by elements of the storm, but why has a blockbuster movie about the aftermath of the storm never been made? I'm sure dozens of separate screenplays could be written about individual aspects of the disaster. With the amount of crazy shite that went down after the storm in NOLA I'm surprised Hollywood hasn't taken advantage of it.

Do you really want to see a movie made by Hollywood that focus’s on a certain segment of the population that couldn’t get out and blamed Bush for all their failures in life?

Because Katrina never happened. It was a massive fraud used to bilk billions from insurance companies and the government.
