The problem with using insurance for health care is that it doesn't really function as insurance. Especially not when you have government requiring sick people be granted coverage.
Two ways to go IMO depending upon whether you are a socialist or a capitalist.
1. Nationalize health care and have public clinics/hospitals alongside private clinics/hospitals. Can't afford private care? Go to a public clinic.
Health insurance would still exist in this model for the private sector, but it wouldn't be the only way care would be possible and not everyone would choose to have it. This is what we do with the educational system and there's no reason we couldn't do it with health care.
2. HSAs for non-emergency care attached to a super high deductible insurance policy that only kicked in for truly rare/expensive issues. Everything else gets paid for by the HSAs. Government could fund HSAs for poor people and there could be incentives to manage the money well, such as after a certain period of time and above a certain balance, a certain amount of the money could be withdrawn as cash.
Neither gets rid of insurance completely, but it minimizes the effect.
The problem with insurance is that any time you have one entity who provides a service, another entity who receives the service, and a 3rd entity who pays for it, costs will necessarily balloon. You think your doctor is working for you under an insurance model, but you'd be wrong. He or she works for the insurance company. If you doubt it, ask them for an accurate accounting of the man-hours spent by either them or members of their staff preparing notes and submitting and following up claims with the insurance company vs time spent with you.

It’s multiplayer. Universal healthcare paid for by employers and employee partially. And you can opt out and go private. Most don’t.

He's not an idiot. The concept of insurance has zero to do with fairness and everything to do with risk.
Life may have dealt you a bad hand, and that's certainly not "fair", but insurance has absolutely nothing to do with that. Are insurance company's so much more likely to incur the cost burden above your premiums that it makes it impossible to pool you into a group? If so, there's no feasible way to insure you

Democrats have consistently had a talking point that President Trump will not cover this even though he has said it hundreds of times. This EO just shuts down that Democrat talking point / campaign ad.

There are arguments on both sides of this issue. The best response would have been for Congress to create an assigned risk pool for those in your circumstances rather than the total disruption of health insurance which worked fine for the majority of us.
You might have sought employment with a company high provided group insurance for all employees and you would have been covered without having to prove your insurability. Most people who object to the Affordable Care act are sympathetic to your situation. We object to the imposition of higher premiums to give Obama his signature accomplishment when the 3% of those like you who ere frozen from coverage could have been provided for at a much lower cost.

I think there should be some qualifications for the coverage of preexisting conditions such as a requirement that one must have been on an insurance plan for, say, 3 out of the previous 5 years or at an age where one is generally still in school.

Well , the only problem I have with you insurance people is, when someone doesn't pay they are immediately cancelled , but when it's time for you to pay a claim you drag your feet.
