its said 99% of the time when cops have to tackle a perp. perp always cries he cant breathe, no matter the situation.
It's a way to try and get cop off him.

He refused to turn over his driver's license UNTIL the officer explained it. The officer even told him that he would fill him in on why he was pulled over after he turned over his license and registration.
Are you saying the officer has to explain why he's been pulled over BEFORE he can request DL and registration?

Fatboy needed his arse beat, cop needs to find a new line of work because he is unsuited for public service.
There were multiple off ramps available for both and both decided not to take them, only one is paid to do so though.

It's very reasonable to me for the first order of business to be to identify the driver.
That's the single biggest indicator of risk that a cop can have, is who is he dealing with. He runs a background check and finds out this guy is a wanted felon, and things are very different.

One reason might be because he DOESN'T want it to escalate. He doesn't want an argument on the side of the road. He intends to write the guy a ticket and explain it when he's handing the ticket over and sending the guy on his way.
Cops need the latitude to manage the stop the way that they think is best. A lot of cops pull the driver out of the car from the beginning for safety reasons.
If he can identify the guy, and get a background on him, he can at least know this guy doesn't have a violent history. If the guy has a history, he can proceed with caution or call backup if needed.
I can't speak to the letter of the law and whether he must tell the driver first or not. But, barring that, the driver caused 100% of the problem.
