Why wouldn't he?
He is investigating the stop. Obviously, the driver can't be charged with anything without being notified, but suggesting that the officer can't ask for DL and Registration without doing something first doesn't make much sense and it could easily lead to more confrontation.

any time that I have been pulled over, that is usually the first thing the officer has disclosed when the interaction begins. I don't think it's too much to ask for, letting someone know why they are being pulled over. The guy said he'd hand over his stuff, he just wanted to know first, why he was being stopped.

I didn't watch the whole thing, but why couldn't the cop tell the driver why he pulled him over. How is this difficult: "Hi, I'm Trooper So-and-So from the Mississippi Highway Patrol. The reason I stopped you is you were driving 75 in a 60 mph zone. May I please see your driver's license, registration, and proof of insurance?"

This is fact. I’ve seen a lot of videos of people being limited by police and the uncooperative almost always say they can’t breath. It’s no surprise a cop would ignore it as they have heard it a million times when it was a lie.

Not true. You can make sounds and even make sounds of words underwater. When people say they can’t breathe it’s sort of a natural statement when one is having difficulty breathing. They are not going to say “I have difficulty breathing I’m not getting enough oxygen” people can be slowly choked out. With that being said the cop should have tased him at about the two minute mark. Also, why do they always resist?

And that is before they ever leave the station to deal with the general public.
Cops are just people bro, they are just as likely to be frickups or shitheads as anyone else.
It is not about whether the cop had the right to the ID or pulling him out the car, it is that it could have been handled in a much different manner and made initiating the use of force unnecessary.
If your goal is to get the license to issue a ticket there is zero lost by simply stating you were speeding and argue with the judge, he decides guilt.
Both these men simply dug into a position neither really needed to defend.
Fatboy needed to STFU and hand over the license and Mr MHP had no need to escalate over refusing to state a reason for the stop.

It could have been much different and the cop tried to make it go differently but the bumbass driver disobeyed multiple lawful orders and the cop was right to taze him and drag his arse out of the vehicle and if he reached toward his gun again and wound up with two in the temple that would have been justified.

Why couldn't the driver turn over his license and registration and then politely ask the officer why he was pulled over?
The bottom line is that officers want to know who they are dealing with first. And, they don't want confrontation. The officer probably didn't want to get into an argument about whether or why the guy was speeding.
Officers need the latitude to manage their stop the way they think is safest.
