approximately 2400 recoveries last week according to NOLA.com but no mention of that by LDH twitter.

Who is “they”? That’s a pretty impressive coalition of hospitals working together for your theory. Very impressive.

Just rode by the Coliseum in Rapides. Cars wrapped around the place for testing. Easily 100 cars in line, probably more because there were two lines of em that probably stretched for 3-400 yards.

Who knows what's going on with hospitalizations? People coming in for surgery, getting a positive test, and staying for their recovery count as a CoviD hospitalization? Someone coming in as a car wreck same scenario? Broken legs? On and on...
Not to mention that hospitals themselves are likely good vectors for the disease so that folks already admitted or in the ICU go from being negative to positive over the length of their stay.

JBE has already made it clear that is not a hill he is prepared to die on. He knows that mandatory masks are unenforceable and would probably result in more people not wearing them in protest. Now he may make any business require them.

Docs & ER departments. All I'm saying is that now that there is room, a medical professional may not sending those home who "may" be on the fence of needing medical observation when there is ample bed space. Before it was a true triage due to limited space .. and now it's not so it's perhaps easier to make the decision to admit people for observation.
I'm not claiming any type of coalition.
