According to a source at NASCAR, the individual who placed the noose in the garage told Bubba that "This is MAGA country" on his way out of the garage.

Do they let random people walk around in the garages? I would imagine there are multiple cameras in all of the garage bays, so this should be easy to prove

Much like Seth Dunlap, this was clearly done by a left wing nutjob. At this point it almost always is. I've been alive for 38 years in the South and I haven't personally encountered any practicing or open white supremacists or anyone who does this type of stuff.
