What was the Central Park dudes plan when offering the dog a treat?

Obliviously that women was POS for doing that. After reading an article that stated, the guy said I am going to do what I want to do then and attempted to feed the dog a treat my first thought was, what was his plan? Was he going to hold onto the dog and call animal control? Just be nice and give the dog a treat? Poison the dog? Has he come out and said why he offered the dog a treat?

So the worst thing that anyone has claimed that this guy did was offer her dog a treat and people are trying to use that to rationalize her actions?

The article states that he often does this when someone won't put their dog on a leash. He says people don't like strangers feeding their dogs, so the leash their dog and leave when he does it.

He said that dog owners don’t want you to give their dog treats so the owners normally put their dogs on a leash to control them

I thought her told her something about putting her dog on a leash because she had it off of its leash in an area where it was supposed to be on a leash, which was an area where people bird watch?

Not what I was trying to do. Clearly said it doesn't justify her trying to have him harmed via police, was just interested because the article I read didn't state why he offered the dog a treat.

He's a bird watching comic nerd that carried dog treats with no dog. He was probably going to snatch it up and bring it back to his dungeon where he dresses up stolen dogs like superheroes and pleasures himself. I've seen it 100 times.
