Why Louisiana Stays Poor

Yes, I saw this on Facebook and it should probably be on the Politics Board.
Very good video in the link below (15 minutes) detailing corporate subsides in Louisiana. The big takeaway for me though was the per capita corporate subsidies comparison to other states.
Texas: $89/resident
Louisiana: $2,857/resident (highest in country)
Oregon: $1,174/resident (2nd highest in country)
National Average: $291/resident

It's a left wing propaganda piece.
I'm not saying that I support all of our corporate welfare system, but the premise of the piece is that the way to pull people out of poverty is to increase revenue to the government

So, letting a company keep more of its money to invest back into the economy is bad? They should instead give it to our very trustworthy government officials who then can decide which of their friends/family business get the funds?

Louisiana's issue isn't tax revenue, it's too many people living off of the government and not enough productive citizens.

Yet the biggest reported issue in our state is lack of employers.
We also spend more per student than most states so we have the money to spend.
Something does not add up and that is this story which uses select bits of information to conclude what the problem is in this state.
Is this story is fully honest, companies would be fighting to get into this state.

Someone posted a stat somewhere that LA spends around $9,000 per resident in terms of state budget. Fully $2,000 more than the average southern state. MS was the next closest at $8,000. We don’t have a tax problem in this state. We have a spending and productivity problem.
