Raising the criteria would be followed by howls of racism.

TOPS is just a different way of funneling money to the state schools.

Exactly

Check out the annual budgets for Louisiana schools in 1997 then compare that to today.

Well I admire your consistency, I disagree but have an upvote.

I get what you’re saying in principle, but if you disallow any gov funded program that isn’t open to everyone, that pretty much eliminates everything. I guess that’s great if you’re a libertarian but the majority of people don’t want that.

People don’t mind parting with tax dollars when they know they’re funding programs that work. TOPS could be a program that gives the state an economic boost if some changes were made and there was an reason for grads to stay.

Is there proof that the majority of TOPS graduates leave Louisiana?

why are Louisiana taxpayers still funding this welfare program

TOPS was 1% of the state budget. I'd say that's worth it considering the number of students benefiting from it.

How about a new policy requiring payback on a percentage of the loan if you drop out.

U literally mention "well off" ppl.

Also, let's not pretend that poor kids don't get massive Pell Grants. The poor get largely free school anyway.

It just needs to be reformed. If you dont graduate, you owe it back. If you leave the state within 2 years of graduating, you owe it back. If you lose it due to grades, you owe it back

For someone like me tops was great. It minimized my debt through school and got me an engineering degree and into the louisiana workforce. I would have had to go military without it.

because i was illustrating how absurd I think the whole thing is. They are well off, conservatives who hate welfare yet their kids took advantage of TOPS.

All they need to do is treat it like a loan that is "paid in full" by the state when all those boxes are checked. It would drastically change the kids views of what it is. Right now it is just free play money for lots of students

See, but you’re adding consequences to actions/performance and generally, academia and politicians don’t like this.

I’m not saying all of academia, just a lot.

Op let’s see if you feel the same way when your youngins are college age. I’m good w tops. I’ve been subsidizing welfare, politicians income, paying for public but sending to private, and all the other bs money the state and Uncle Sam gig me for since I started paying taxes about 28 years ago. I promise you there are WAY more bs programs that need doing away with before tops. I’m just getting back a little of what I’ve been paying into. I doubt you go to the library often, but your paying for them. Wanna shut libraries down too?

Yea and people dont either. In the days of 50 year old women having facebook, itd be political suicide to come out and say you think that we need to start treating college kids like adults.

Define merit?
Because unless you’re mentally challenged you can get it.

The standards are pathetically low
