TBH I don't think a hole as small as pellet gun or any kind of civilian gun will take out that "balloon".
It would require a very large hole ripping into the side via a kamikaze drone. These drones can be had for only a few hundred dollars. Thats only $20 apeice if 15 guys chip in. If bought with cash and the operator is hidden and throws the remote into a river I think everyone gets a clean bill of health.
