Who’s to say they haven’t looked at it?

Football is exceptionally similar to rugby and England is the closest place that lives rugby. The fact that the speak English is a huge plea in their factor, but if India, Japan, or China suddenly fell in love with the Seahawks and the NFL in general, you better bet your sweet arse games would be played there.l

A preseason games is already in discussion
And has been rumored for August of 2020 between the Rams and 49ers

Preseason Games were also played in Japan, Germany, Mexico and Australia (and others) up until 2005

Salt Lake City would have issues selling tickets due to Utah being very Mormon and that cult forbidding any member spending money on Sundays.

They don’t have any home games on Sunday during the regular season
Also saw an old article but it said they don’t have day home games either

Atlanta makes no sense for an East Coast base of operations. Maine is much closer to London. Sure you have Delta airlines, but the NFL can easily charter flights from Maine to London.

Base in the NFL team in Portland, ME or Boston if they are only going to play games there.

But that really ain’t the point. Whining about the travel is pretty dumb.

Weird how this site loves to mock the nba, but they travel much worse.

NBA travel is way tougher. There was just an article on ESPN about travel and sleep.
