Designating an area as extra crime free necessarily means leaving other areas as preferred for criminal exploits.

I think there is one in the Gardere area that a large slumlord runs like a fiefdom. I don't think it works very well.

Evidently, the EBRSO that built the substation across from Gardere has done very little in terms of crime prevention, maybe response times have been faster, but that’s about it.

The hundreds of thousands of dollars spent on shot spotter technology hasn’t kept violent criminals from killing people. Hell, someone was shot to death sleeping inside their car a few weeks ago. Hermitage is a lost cause, the criminal element does not fear the police or facing a 2nd degree murder rap, with the possibility of going to prison for life.

Do these taxes apply only to the people living in these areas or is this city/parish wide?
