Went to Target and there was a guy at the entrance with a jar asking for money to help bury his 7 year old daughter who died.

I just told him I had no cash(I never carry cash) and went inside

Most likely bullshitting, knowing his heartstrings story will manipulate the emotions of people. Even if he were telling the truth, there is a better way to go about it. If your 7 year old daughter really died I'm sure a local news outlet would pick up the story and get your message out and no doubt you'd get far more people to help you with larger donations than panhandling at a Target

Maybe his daughter would have stood a better chance had he not been a homeless PoS.

You should have went in and bought a frame with a stock picture.

Came back out, open the frame and throw it away. Hand him the stock picture of a little girl and tell him a picture of his daughter on the jar would help his story.

You should have asked how many pictures of his daughter he had. If he said just that 1, offer him $20 for the picture alone. If he accepts, smile and turn while walking away, knowing you've won this pointless battle.

Saw a woman on Skip Bertman Dr after the home opener with her kids and a sign asking for money. Also saw one walking out the stadium in Austin last week with kids.

A decent looking/decently dresses and charismatic black dude who was probably 35-40 stopped me in a parking lot with nobody around late at night the other day. He was seemingly intelligent/normal so I was really surprised when it ended up he was asking for money.

Went out of his way to be like "I live in X neighborhood (some nicer neighborhood)" trying to I guess convince me he's not homeless and is actually stuck in a bad place. Something about needing a car part and only having $20? I don't even remember. But of course it involved a "fiancee" who is still in the car and of course she's pregnant.

When I said I only carry a credit card, he was like "Can't just get cash back?". I told him I don't think he knows what a credit card is, and walked off.

I generally try and ignore them all. So many on every corner all over Nola and they each have their own shitty story or sign.

One does intrigue me a little bit and I want to hear what his BS would be so I will be asking him soon. Clean cut white guy hangs out near the Drury Inn on Poydras. He sits down with a sign that says he served in the military and spells out the place he was stationed and the date. He generally wears cargo pants with work boots. In front of him is a bible and some other book and all he does is nod his head and say good afternoon.

I almost want to fall for it, but the other day before the Saints game I watched him get there to set up shop in a hurry as their was a ton of foot traffic. Threw his crap down, took his watch off and shoved it in a bag with his i-phone and organized his books.

The dead kid funeral story is the oldest trick in the book. That's big in New Orleans. People will go up to tourists with a clipboard with a list of signatures and a picture of some random kid, asking for a donation, and you sign your name that is supposed to end up posted somewhere recognizing you.

Even if he is a vet, the VA gives out disability benefits like crazy. He's probably getting $1500 or so in disability payments, possibly a SS disability check too. All tax-free, he probably has more spending money than you.

how low can they go?

We are not there yet.
I once worked with a lady from Haiti. On one of her visits back to her home land she was walking down a street with her Aunt. They saw a lady with a starving child in her arms begging for food for the baby. My friend stopped to give the beggar some money. Her Aunt stopped her and said "don't give her money, that is not her child. She rented it from some other person to use as a 'prop' for begging".
