Not in Tennessee. They scrape them off the highway after they have been mangled, nurse them back to health, then if they are not adopted I suppose they euthanize them.

No, it's not. I would wait for the owner to attempt to find it by posting messages on local lost and found web pages. If the owner is willing to do this, then perhaps he, or a family member of his, really wants the dog back.
If he fails to return any messages, or does not take any effort to locate his dog, then consider the dog abandoned and he doesn't want it back.

Call Villalobos Rescue from Pit Bulls and Parolees! She is awesome at rescue. This sweet dog deserves better. Owners are pigs!

Good for you. Take time to walk her and provide plenty of water. Do you have a cage to keep her in?
I've fostered a number of dogs, and I hope you can find a good foster in your area. I'd hope so, one that can watch her for a few weeks to a few months as she gains the weight back she needs. At that point, along with a clean bill of health from a vet, she will be available for transport to not only area foster/rescue groups, but groups all over the country.

You might try there

But be careful. I rehomed my dog to a lady with two kids who were with her when they picked the dog up. But I have been criticized because apparently some people rescue dogs as bait for dog fighting

Adopted a greyhound exactly like that one . Great dog and a couch potato . She lasted 16 years and I cried like a baby when I buried her . Jim b rocking robin won 27 races .

Kudos to OP for doing what he can. Do you think the dogs owner purposely left the gate open in case the dog wandered back? Maybe he looks so bad because he has been gone for a while? Or are these people just pure trash?

Link to a FB post, sounds like same dog. Owners reporting to JPSO. Sounds like your best option is to call them and return the dog to owners.

Looks and definitely sounds like animal abuse. I would call shelter/pound. At least they will examine the dog and if it is really necessary and he is suffering because he is dying they will euthanize him. Maybe the idiots who abused him will get cited.
