Seriously, I would keep the dog and nurse it back to health. There's no way you can do that? Or until you can find someone to take it?

If you're unwilling to take it, or find a friend who can take it, even if just for a little while, you're lost.
I would NOT return the dog to the owner, if he's a bad off as you say, but I also would not give him to a shelter, for the dog will be euthanized within a week.

Should have ditched the collar & taken dog to vet if you wanted to help it

Keep this pup and help him/her get back to a normal life. After you rehab the pup & you aren’t into it you can rehome the pup. If you like the pup after it all, you’ll have a new best friend.

I’d say sleep on it. Let the dog even out a bit and maybe a friend/family/poster steps up. If you are in town this week, give it a shot.
