That's code for wind aided time so not the actual record, which is 10 flat. But the fastest recorded in HS and still quite impressive.

During an ABC frontline debate in the 80's about sports performance and race and genetics some Stanford track coach was convinced black athletes didn't have an inherent genetic advantage and to suggest such was racist - he was going to find the next Carl Lewis - but this time he'd be white.
