Depends on what you enjoy doing, but Havana was an incredible place to experience. We went a couple years ago and it truly feels like you’ve stepped back in time.

Went to Costa Rica over the summer. The people couldn't have been nicer. Good food, great views.

Costa Rica. Cuba is a distant second. Except for fishing the only reason to go to Panama is if you want to take a shortcut through the canal.

I’m from Costa Rica and used to go almost every year for Christmas (not as much now because of work). Costa Rica is great place to visit and the people are great. Things are expensive there compared to other Latin American countries because of high taxes. Besides San Jose being in the middle of the country most people stay on the pacific coast for beaches.
As for Panama I always wanted to visit there. I have been to the boarder being 4 hours away from where my family stay. Panama City is the most modern city in Latin America and they use American dollars.
Cuba is a place I always wanted to visit because the culture is very intriguing to me with its history. My cousin from Costa Rica went to Cuba and loved it. He said the food is plain because they don’t have any salt or seasoning. He also said when you buy stuff they don’t want money they rather you give them salt, toothpaste, deodorant, and stuff like that.

I've been to Panama and Cuba, always wanted to go to Costa Rica.
Panama was a lot more enjoyable than Cuba.
Flew into Panama City, stayed in casa viejo for a few days ate great cheap food, drank, saw the canal. Then flew to Isla Contadora, a small island in an archipelago with uninhabited islands. The beaches on Contadora were secluded and you could do whatever you wanted. Hired a boat to take us to a nearby island and had the entire island to ourselves, really do whatever you want . The boat took us whale watching on the way back. Saw a family of whales up close to our little boat.
Havana was rundown and not as much to do. It was very cool to see everything frozen in time and the rums were very good. But it just wasn't as much fun or relaxing as Panama was.
