I’d drive around the block at city speeds, but would be WAY too scared to try and actually drive it.

Christopher Titus has a routine on some of the biggest frickups in his life.
Buying a Viper and wrecking it in the manner you described was pretty high up the list.
Edit - well, not exactly like you described but close. It flew out of control and went careening off the track into the desert on its side, IIRC, rather than plowing into a wall.

There are plenty of street cars out that have more HP than Indy cars. It doesn't mean they're faster though.
I'm not saying this one has the marketed 1600 hp though.
