Related questions - what kinds of recall options are available for the appointee and is it possible for us he parish council to have a lack of quorum until the permanent replacement is seated?

Not in Louisiana. In Louisiana, per the state Constitution, local governments are considered to be inferior arms of the state government and subject to its whims.
