When the framers wrote the constitution the average life expectancy was 55. They never intended for judges to live into thier 80s and sit on the bench for 30 years.

L.A. had about 10,000 people.
It made sense to bring in people to expand the country and settle it.
This myth that America has historically just let in anyone willy-nily is absurd.
After WWII, immigration was strict as hell.
You had to PROVE you had a job lined up in America, PROVE you had family who were American citizens in America and PROVE you could speak English within a year.

Life expectancy stats in history are heavily misunderstood because they include child mortality.
TONS of young children died in older times and that skewed the average way down.
Typically if you lived past childhood your life expectancy was pretty decent. Not as good as today but still way better than the #'s you hear quoted.
