Is there a rule of thumb to use when putting a budget together on how much to dedicate to a remodel ?

Set your budget at about 75% of what you can afford. No matter what you think right now, you are not the exception.

Is the house livable? If yes, kitchen should be about 20k, bathrooms 5k for hall and 10k for master. Rest depends on shape of house and what you want. If your flipping within 2 years open concept. If you plan on living in it for awhile do whatever makes you happy since who knows what will be popular when you try to sell

You sound knowledgeable. I have a few properties under my belt so far but I would definitely describe myself as still inexperienced. Thoughts on installing HVAC to a property with no priors (all window units).

If you put a wolf range, sub zero fridge, and inset custom, soft close cabinets/drawers floor to ceiling with quartz counters and marble backsplash in a neighborhood of 100k homes, you have likely spent more money than you will recoup should you sell.

seems like a minisplit may be more practical

20k.... if you are gonna use Formica and stock cabinets.

17k in cabinets 3/4" boxes all 4 sides with reversed raised panel doors, dovetail all hinges soft close.

9k in appliances and vent hood

8k in quartz

1k +/- in backsplash

Hanging lights over island were $70/each. With sink, pot filler, other misc items probably another 1k

Quick hijack because my question falls within OP's title: would any of you consider hanging new 3/8'' drywall over old drywall or old paneling instead of tearing old down?

We just got a couple quotes for a kitchen remodel, and they both came in around $20k. We didn't opt for many high end options though. Just granite counters, keeping our current cabinets and just getting them re-surfaced, not all new appliances just stove and dishwasher. Haven't included light fixtures yet though, and they need to be replaced.

The quartz counters added about $5k to our quotes for some reason. I always thought they were similar in price to granite.

I'm at $18k including appliances and fixtures for all wood shaker, soft close & dovetail drawers, & quartzite counters.

215sqft kitchen, 38 sqft island.

That's amazing. My cabinets alone were $15k. The first quote I got was around $22k. Where are you located?

In fairness one wall doesn’t have upper cabinets but this includes glass doors, a fridge, and double oven cutout.

I would not recommend hanging gyp board over existing gyp board and paneling. This makes your electrical outlet/switch situation a pain in the arse.

Why not just remove the existing walls and hang new, most of the time you can demo on a sunday and have crew come in on a Monday and hang the new gyp board
