We've got a guy in town with three of them that constantly get out of his backyard and roam. They'll get into fights with each other.
Several of the neighbors told the guy that the next time they saw the dogs out they were shooting them, no questions asked. Miraculously, the dogs don't seem to get out of the fence anymore.

I'm going to posit that you are the shitty neighbor. Let's go over the facts:
You built you house on subdivided family land that used to be these people's shared back yard.
You built on a plot with no road access and have harassed your neighbors to get them to sell you land for a driveway.
You plan to build some giant ugly soundproof fence.

In all honesty, if they're the type of people who own pit bulls you need to be up front and tell them that you will defend your family against these animals BY WHATEVER MEANS NECESSARY and tell them it is their responsibility to keep their animals restrained.

Should I call animal control and report my concern, go directly to the neighbors in question and tell them of my concern but risk sounding like a bitch, or do I take my chances and not say anything? If I ever see them in my yard, I'm going to shoot them.

I’d call animal control and see what happens.
It’s sad because the pit controversy is now just like politics. Pit defenders will never change their opinion, and if anything, they dig in deeper the more people bitch. Civilized folks who don’t want potentially vicious, murderous monsters roaming freely and are rightly concerned about their safety will also not change their opinion, but the topic has become so divisive that rational conversation between the two parties is impossible.

I used to hide behind my truck to scare my daughter when she got off the school bus. One day I heard her screaming and I ran out from behind the truck to see a pit bull right behind her and chasing her. I got in between her and the POS dog and luckily it stopped, I had no weapon.
I found out who owned it and told them I’d shoot their dog if I ever saw it even close to my house again. I never saw that dog again.

But seriously, a little common sense here. Communicate with those neighbors via an anonymous letter or a knock on the door. If that doesn’t work, call animal control. This isn’t rocket science here.

In my neighborhood, if there are ever any stray dogs.. Someone will call animal control, they come out and put out a cage, with food in it and catch them. If the dog has tags and has an owner, I think the owner has to pay a fee to get it back.
My neighborhood is 75% retired people who keeps an eye out on things all day long. A few years ago a widow passed away and I think it was her daughter who got the house. When she, her husband and kids moved in, it didn't take them no time to trash it up. They had multiple dogs, one being a pitbull. They eventually just let their dogs roam around during the day. For a few days they roamed around, then one morning when I was leaving I saw a cage out (an animal control cage), when I got home I didn't see the dogs.
About a week later the dogs were out roaming around again.. Animal control came out and set traps. It happened one more time.. They let the dogs out, animal control came out, caught them.. And I never saw them again.
I think when animal control catches animals that have tags on them, they contact the owners, who have to pay a fee to get them back. And well, I guess they give you three times to get your dog back before they take the dogs.. If the dogs are a threat. Their dogs were getting into people's trash and I think some people were worried about the one that was a pitbull.
So you can call animal control. Do you have an airgun? That might be just enough to piss a pitbull off, but other dogs, you shot them with a pellet airgun and they will not frick with you anymore.

So it's safe to assume that they don't have an electric fence for the dogs? We have a couple of houses with them in our neighborhood and the dogs look like they are roaming freely in the front yard but they never leave it.
If not, it's unreasonable to have a dog roaming freely. Period. Go talk to them and blame it on your mother-in-law if you have to but let them know that there are concerns. If they blow you off, you should absolutely call animal control every time that you see them outside off leash.
