I rarely give money to panhandlers since most of them pocket that shite for drugs/booze and would rather bum people for money than actually go to work. However, I make an exception for vets if they have a sign that says they served and especially for those that were deployed.
If you busted your arse for this country and went into harms way, you should not have to come home and be forced to beg.

Better question:
How can someone begging for money have an I-phone?
I remember not long after the I-Phones came out there was this 30-something bitch begging for money at an intersection with an I-phone.
Here I am on the way home from my shitty job with a shitty Samsung phone and this bitch is begging for money talking on an I-Phone.
I rolled my window down, signalled her over, and asked 'Do you need money?' Bitch said 'yes'. Told her 'sell your phone' and rolled up the window.

Nothing good ultimately comes from giving money to a beggar, even if they do need it. Stupid people do it to make themselves feel better.

There is a reason Louisiana ranks last in the USA. JBE says these are based off of records from seven years ago. That may be true but I can assure you it is much worse now under his leadership or lack there of

I doubt that it ever crossed your mind to stand at the College Drive exit and panhandle when you were out of work. No, you probably busted your arse looking for a new job. These people are just plain lazy. There are NUMEROUS services available to help the unemployed and homeless. You just have to want to live a better life than mooch for beer money.

15 bucks will feed you all day at McDonalds.
Most people could survive eating McDonalds with $4/day. 3 burgers + tax

I know someone that is homeless, over 300lbs, and a crack addict.

When I was in grad school in Louisville, KY I worked with homeless veterans. One of the guys I worked with panhandled. Believe me or not, he was very bright and understood what it took to get people to give him money. I watched him con $800.00 to 1K a day. It was impressive.
Yeah, I'm calling bullshite on conning $800 to $1000 per day, unless he was actually running some type of con game/fraud criminal activity. No panhandler is making that much.

I know some of the homeless downtown and I'll give them a few bucks sometime to get booze. Probably the best think that will happen to them that day
Most of our homeless don't beg. They live on social security, welfare, sell the food they buy with food stamps, etc. most are homeless because they'd rather have booze than pay rent, or live in housing that has rules.

I know you have "mild" winters in Juneau, relative to many places in Alaska, but it has to be tough on the homeless. I visited a friend in a Royal Oak, MI (suburb of Detroit) for New Years one year. There were homeless people outside in Detroit in 10 degree weather in cardboard boxes. Around here, everybody talks about the beggars being an organized activity. A van dropping them off at their corner and picking them up or a nice car in a nearby parking lot, etc. That may be true here, but those guys in Detroit weren't faking it.

We have a boat load of resources. Several agencies offer housing, there's meals at the shelter and a warming center for when the temp gets below a certain point
But the villages keep sending their addicts and drunks over on the ferry so it's a never ending supply. Most who stay outside do so because drugs or alcohol keeps them from housing or shelters.
If you have resources, other towns and cities will send their homeless. At one time NYC had a half million dollar relocation budget, they may still do it

How to get a job good enough to feed yourself---
1) shower and shave and put on clean clothes and shoes
2) go to Wal Mart and ask for a job--if success go to step 6
3) go to McDonalds and ask for a job--if successful go to step 6
4) go to any grocery store and ask for a job--if successful go to step 6
5) repeat steps 2-4 until employed
6) go to store and buy some beans and rice
If you can't do this you really should be examined for mental illness.

I wanna know where these homeless people find markers for the signs
I actually attempted to open an arts and crafts store specifically geared towards the homeless. Really allow them to make those signs pop. It did not work out. Who knew the homeless didn't have the foresight to invest in their future. It was called "The Fancy Panhandler"

Maybe they ate themselves out of a home?

And begging for money?
If you have enough money to maintain your 300lb weight I assume you have enough to find somewhere to live.
Fat, Salt, & Sugar are the three cheapest things producers can use in their products. It's the same reason why a McD Hot n Spicy is $1 vs Chic-fil-A's Spicy Chicken sammich for $4.
Today low income earners have statistically at a higher level of obesity vs those of with a higher education and income.
Plus they use what little money they have to buy big gulp cups fom Subway, 7-Eleven, and McD bc they can refill for a very little amount or even free. What very little money they have they use for drugs or alcohol.
Plus a majority of homeless suffer from mental health issues and/or drug abuse.
You also have a smaller proportion that are just your gutter punks and vagrants.
