No, you fire at him to neutralize the threat. There’s no “hope” to it. 3 or 4 shots center mass will drop him. No ones gonna keep running around with cracked ribs and possible internal bleeding.

Well seeing as how these people with equipment/better weapons are nearly ALWAYS absolute nerds with little to no experience in using the weapons/equipment. Shoot him in the head and be done with it?

Even if it doesn't drop them. Just shooting at them has been proven to stop them. They will run to a room and something like half of them will commit suicide.

98% of mass shootings occur in gun free zones. I think anyone putting shots on these cowards would have a significant effect on the outcome.

Google the North Hollywood Bank Robbery shooting.
Short version..during the assault weapon ban 2 guys with head to toe body armor and AK47s enter a bank and rob it. On the way out they are confronted by a few police with handguns. These officers distracted the robbers until backup arrived to help.
2 people died....the 2 robbers.

My instinct would be to aim small miss small at the arm pit or neck or hands.
However, trained hostage professionals always start by opening up communication. So if I stopped and let instinct pass and mimicked professionals, I'd attempt to get them talking, even if I had to hide behind a wall and yell. Hoping those trapped could get out.
But I'd most likely start shooting as above.

Head (actually face) shot if possible.
Another thing to consider is that even with a vest on there is still a significant impact of the bullet. I have a friend who is a deputy and he was serving a warrant on a guy and got shot through the door with a .44 magnum. Knocked him out cold. But even if a smaller caliber round is used it still feels like getting hit with a hammer. It is not like on TV where you jump up and chase the guy around after getting shot.
So if you shoot him in the 10 ring (center mass) and knock him off his feet a head shot follow up would be possible,

That shooting is what started police carrying rifles in their cars.
The whole department was out gunned.
One guy went down from shots to his feet and ankle then a head shot. The other guy committed suicide

Unless you are hopped up on PCP or something simliar, a .45 to the chest will stop you in your tracks even with a vest on. Its not like the bullet ceases to have a massive ammount of energy when it encounters a vest.
I still shoot for center mass, possibly a little low towards the belly/groin.
