You aren't saving on gas, I almost bought a dirt bike for $1000 from a buddy to "save on gas" after college. The math doesn't work out, the insurance and repairs on a 2nd vehicle probably wouldn't work out not to mention the cost of the bike.
The only way you could possibly do better, is if you are able to resale the bike for the same cost or close and it saves you a lot on depreciation of your vehicle due to less mileage.
Given all of that, I bet he could actually pull all kinds of hippy poon with a moped in NOLA. Plenty of chicks would dig it for a week before they woke up and realized you were a douche.

Buy a $1500-2000 used dual sport bike.
Save on gas during the week and can ride it in the dirt on the weekend.

Ruckus if you want a Scooter, or don't plan on freeway travel.
GROM if you want something faster, and more fun. I can consistently hit 67MPH on my GROM and it is stock. I spent a lot of money to see 51MPH (on a good day) on the Ruckus.

I live in NOLA and rock a Vespa. I use it to commute to and from work in the CBD. I save a shite ton on gas, downtown parking, and insurance. It’s also great for Mardi Gras, festivals, etc. The downsides are the obviously the streets, thieves, and the random New Orleans downpours.
Vespa’s are more sturdy and hold their value better than a Buddy, but they are more expensive. I would check out Transportation Revolution in the CBD and Avenue Scooters on St Charles and see what fits your price range.

Seems like most of you don't know the difference between a Moped and a Scooter. Though the term gets watered down when some states classify something with a small engine and low top speed as a Moped even though it technically isn't a moped.
