If he is able to do this, then in my book he will be one of the best Presidents in my lifetime.

It is nearly impossible to fire someone right now. They can have years of failing performance and still get a paycheck.

If he can clean this portion of the swamp, I will be a happy camper.

I would support this 100%, but I also wonder how government agencies would be able to compete if they reduce the benefits.

People willingly accept lower pay in government positions than their private sector peers because of the better benefits.

If/when they remove those, I don't see why any intelligent or ambitious person would ever work for the government.

This seems like a good idea, but could also result in the unintended consequence of a massive brain drain in an already drained area.

The following facts are what is wrong with the civil service and he appears to be addressing all of them.

1. The hiring system is some sort of practical joke. It is a failure in nearly every way possible. There's a saying that if you are doing something different than everyone else who is a professional at it, it's because you are spectacularly innovative or horribly wrong. Usually, it's the latter.

2. Once hired, you basically have to frick the boss's 10 year old daughter to get fired. And even then, you'll probably need to be counseled on it first.

3. Your pay raises are automatic. The super stud in the department gets the same raise the person who falls asleep on the job gets.

Burn it to the ground and start over.

SIDE NOTE: Easily the funniest part of the hiring system is that the stated reason it functions as it does is to avoid people just hiring their buddies. Actually, the system makes it EASIER to game than pretty much any other HR approach ever.

This is fine and good but what is really broken is the EEO process. Currently and employee can submit a claim that the court deem totally baseless and incorrect but then use that claim as basis for claiming retaliation in the future.

I mean it literally encourages people who are looking to work the system to file a totally baseless claim just to get his supervisor for retaliation at the drop of a hat in the future.

By the way each one of these EEO cases costs several thousands of $ to process and there is no limit or real consequence to filing multiple times.

The problem with running any government job like a business is success of employees can be tough to measure or artificial.

It sounds good on paper... Not sure if it will make the brain drain worse.
