I worked for NASA for years and can confirm what other posters are saying:
1. The only way for your resume to make it through to get hired is if you copy the entire job posting and put it in your resume. If a Procurement professional is applying for a Contracting officer job and puts that they are a purchasing agent, when the job listing says procurement agent, their resume will not make it through the screening.
2. Because of #1, resumes are convoluted pieces of shite that at no way represent the person's past experience. Hence, you only get applicants that apply for everything at USA jobs.
3. Once hired, you not only have better benefits than everyone, but you immediately get step increases. At NASA, they would hire basically everyone into a 5-7-9 or 9-11-12 step position. This means you start year one as a 5, but end year 3 as a 9, or start as a 9 - end on a 12. These positions basically see a doubling in pay within a few years of being hired. That is like being hired as a secretary and being a major account executive in 3 years.
4. The years where they weren't getting step increases, you automatically increase within that step. So a GS9 has like 10 parts of the pay scale, so you automatically go up one point each review.
5. On top of that, they will get duty pay increases, which are bullshite. Some NASA baws in Mississippi were getting duty increases (added to their hourly rate) simply for working in Mississippi.
6. On top of all that, most CS only think of 1 thing when applying for another job: Step increase. So this leads to people applying for and getting jobs that they have no skillset or training in doing. When a rational person looks at a job, they ask themselves if they can actually do it or will they get fired for incompetence. That never crosses their mind!
7. Because of #6, most of the mid-tier managers in CS are worthless asshats that just got their jobs because of the step increase. I shite you not, I worked with a GS-13 that could barely read!
8. THEY NEVER GET FIRED, DEMOTED, OR MOVED...the worst thing they do to a CS that they don't want is send them on long term TDY, where they are paid the same, work on worthless projects offsite, and rake in Per Diem the whole time they are gone.
If Trump fixes this, he will be the greatest leader in the history of the universe!

The people who are pros at beating the computer......along with the people who write exactly what their buddy in the department told them to write.

Of course, that causes you to get people at the bottom of the barrel of GS12 caliber folks. Because true GS12 caliber people aren't willing to wait 2 years for it.

I deal with the VA alot and that whole organization is full of worthless people.
I'm sure the other departments are the same way. State agencies are much more responsive than federal.

You're confusing pay grade with step.
Pay grade is the "5" or "7" or "9" in your first example, roughly corresponding to military rank or grade.
Within each grade (at least in GS, or general schedule positions) there are 10 steps - typically you start at Step 1 upon entry or promotion, unless other factors are used to place you at a higher step.
The step increases occur, generally, after 12, 24 or 36 months (1-2, 2-3, 3-4 are 12 months, 4-5, 5-6, 6-7 are 24 months, and to 8, 9 or 10 is 36 months). ETA: (early) Step increases can be awarded based on merit.
Now, it's understandable that you would conflate the 2 - for example, assuming at least satisfactory performance, if you're hired off the street into a 5-7-9 job, you would typically not get a step increase for 3 years - you would get a grade increase from 5 to 7 after year 1, and 7 to 9 after year 2, and would be GS-9/1 until your 3rd anniversary (and commonly that's when you would become a non-conditional) and you would get your first step increase to GS-9/2.
A grade increase is going to be better than a step virtually every time. Keep in mind, military folks get grade and step increases, too, although military steps are all 2 years.

A lot of the federal workforce is unionized (which is ridiculous) so it isn't going to be easy to pull this off.
Kudos for him if he does (and I can't stand the man). Federal workers have needed an overhaul for a long time.

Would it be presumptuous of me to assume you're against such raises? (What about for the military?)
Pay gets frozen from time to time - for example, there were no adjustments to federal pay from 2011 to 2014, IIRC. 2014 saw a 1% bump, and between 1% and 3% are typical for non-frozen years.
