Trump getting rid of automatic raises for federal workers
LINK

quote:

President Trump plans to take the huge federal Civil Service off cruise control, ending automatic pay increases that go to 99.7 percent of the workforce, trimming fat benefit packages, and for the “worst,” rolling out his trademark phrase from The Apprentice, “You’re fired!”

In his budget, set for release Monday, his administration is planning the biggest reform to the federal workforce in decades, using models from Amazon, Google, and a handful of well-operating agencies

quote:

Officials said the overall goal is to bring the 1950s-styled Civil Service into the digital age, introduce automation, reward “the best” with bonuses, make it easier to hire and fire, and provide “flexibility” by moving employees where they are needed and even rehiring skilled retirees.

Gone would be the automatic reward of pay “step” increases of 3 percent to 5 percent which 99.7 percent of workers get, regardless of their performance. Also targeted, said the officials, are annual reviews that now give “everybody” a grade of four or five on a scale of five. And benefits, now 47 percent higher than in the private workforce, according to a congressional report, will be trimmed.

“This is a subject that essentially people have ignored,” said a top Trump budget official at a background briefing. “The American people elected a president that promised dramatic change

The proggies won't like this. They won't like this one bit.

If he is able to do this, then in my book he will be one of the best Presidents in my lifetime.

It is nearly impossible to fire someone right now. They can have years of failing performance and still get a paycheck.

If he can clean this portion of the swamp, I will be a happy camper.

I like the idea of modernizing civil service.

reward “the best” with bonuses

This seems like it could be problematic.

I spend a month a year at different federal agencies. There will be a select few who look forward to being rewarded for hard work, effort, and effectiveness. However, an even great portion of them will groan and bitch because they will actually be judged on their own performance.

I love it.

So, it seems problematic to only reward "the best" but the current system rewards "the best" all the way down to the absolute worst. Seems like we're just looking for issues so that we can have an issue.

I would support this 100%, but I also wonder how government agencies would be able to compete if they reduce the benefits.

People willingly accept lower pay in government positions than their private sector peers because of the better benefits.

If/when they remove those, I don't see why any intelligent or ambitious person would ever work for the government.

This seems like a good idea, but could also result in the unintended consequence of a massive brain drain in an already drained area.

automatic raises =/= benefits.

it is A benefit, but you still have much lower health insurance and a decent retirement system.

Based on my experience with day to day operations of numerous Government agencies the best and the brightest don't work for the Government. They work for contractors.

Thanks.

re: Trump getting rid of automatic raises for federal workers
The following facts are what is wrong with the civil service and he appears to be addressing all of them.

1. The hiring system is some sort of practical joke. It is a failure in nearly every way possible. There's a saying that if you are doing something different than everyone else who is a professional at it, it's because you are spectacularly innovative or horribly wrong. Usually, it's the latter.

2. Once hired, you basically have to frick the boss's 10 year old daughter to get fired. And even then, you'll probably need to be counseled on it first.

3. Your pay raises are automatic. The super stud in the department gets the same raise the person who falls asleep on the job gets.

Burn it to the ground and start over.

SIDE NOTE: Easily the funniest part of the hiring system is that the stated reason it functions as it does is to avoid people just hiring their buddies. Actually, the system makes it EASIER to game than pretty much any other HR approach ever.

While I think this is true in some cases, I think it is exaggerated. Your description is a small exception and not the norm.

Most civil service workers couldn't get a better paying job in the private sector. I would love for half of them to quit thinking they could find a better job. In the real world, if you are slow and screw up, you get fired. About time that happens in the bloated government sector.

I wasn't under the impression he's trying to kill the benefits..........just trying to kill the "impossible to fire no penalty for sucking" approach.

As long as you have far better health benefits, I don't see this being an issue.

Besides, as a person who works with these people...........we could use a bit of a "brain drain".

Think about it. They're nearly impossible to fire.

Well. Hiring is an imperfect science. You're going to "miss" every so often no matter what.

Welp. That causes an accumulation over time of suck.

I would say that it's arguable that about 25% of the govt employees around me are carrying 90% of the load.

I think my raise the last 2 years in a row was 2.5%.. And that was only because I scored a 4/5 on my employee review.

Sure would be nice to do nothing and get 5% guaranteed every year.

re: Trump getting rid of automatic raises for federal workers
Years ago, either ABC or NBC did a segment on one of their nightly news shows about Civil Service workers and how it was nearly impossible to fire them.

In the year this came out, there were something like 65,000 negative evaluations and out of the 65,000 only 3 were fired. 2 of the 3 were violent. the 3rd pissed in a coffee pot.
