Well probably because Banks played at a time when arguably 2 of the top 5 OLB's to have ever played with Tippet and Taylor? And they only have 2 OLB at the time since All Pro Teams were based off the 4-3 not 3-4 then?
Then you had Marshall coming into prominence due to the 46 and going to Washington as a FA winning a Super Bowl his first year there.

This is an instance where IF you would have saw him play and understand what coaches went through to find a way to slow him down, you would understand it better... you cant get from books how great Taylor was.....

Eric Hipple or Gary Danielson used to be in every Defensive Highlight show and Sack montage they would show. He got abused. How they are still alive is amazing.

I go with Butkus. A high school buddy, another LB played on the Bears with him. He said that Butkus went full speed all the time & even the offensive players on his team were afraid of him during practice. He was one of those who soaked his forearm pads in water in freezing weather & use them as clubs.
