Older employees that work hard but get nothing done?

How do you deal with these?
An older guy moved into my group a couple of months ago and is a big headache. He works hard but can't ever complete a task. Instead of calling a meeting to get everyone on the same page, then move forward, he sends out countless emails for people to review various redlined documents. Since the response time is very slow to zero on that he's always got tons of things lingering.
Also when he sends me his weekly report it's 2-3 pages of long descriptions of shite he's working on. Everyone else's is a realistic 3-4 bullets of updates.
He's a nice guy and been with the company a long time but he's almost more trouble than he's worth.
I've tried to set examples of how to complete stuff for him, but he's just not getting it. Any advice?

You can't fire him, he has no retirement savings, and his son lives in the basement because he and his generation raised a huge pussy.

Are you technically his supervisor? If so, sit him down (privately) and explain how things need to go.

Share with him the other weekly reports and tell him this is what you are looking for. Not a novel.
Have a weekly Tuesday’s project review meeting with him. Get status on everything, prioritize next actions.
On Monday, take his weekly Friday report and compare it to last Tuesday’s action list to see where the problems are before tomorrow’s weekly review.
Manage from there.

We have a 66 year old guy here like this. I think this biggest thing I've noticed about him, and others his age range, is the struggle they have with multi-tasking. For some reason, they want to stay locked in on one thing at a time until it's done and do not do well when given 7-8 different plates to spin simultaneously. He really has a hard time responding timely to multiple emails/VMs with good information about unrelated items/tasks.
