Are the ones that need to have their vehicles confiscated on the spot and sold for 100% profit.

I'm guilty... I flick the cherry, then pluck the butt 
I used to think they are biodegradable but when you pull up at a traffic light and look on the ground, it's hard to see the asphalt due to plethora of cigarette butts on the roadway.

They toss them out not wanting to dirty up their car when them smoking in it makes it smell like warm shite and there's ash everywhere.
