How do you identify a sandbagger?

We have a guy in our golf group that regularly beats his cap in our tournaments. He rarely if ever beats his cap in friendlies.
Just this past week he shot 77 as a 13 cap (-8 net) to win our PGA tournament. He has finished first in 6 of our last 20 tournaments (we play 4 tournaments a year) in which the field consists of 28-32 guys. Each first place finish he has beaten his cap by at least 3 strokes.
Now we've had guys shoot net 61s to win but no one consistently beats their cap in our tournaments like him.
I say he needs a handicap adjustment but most in our group say he is just a grinder and tough competitor.
Would your club or group label him a sandbagger?
Or is he just a tough competitor?

Just play straight up - anyone using NET is a bagger.

Only net -8 I've seen in tourneys are the 23+ handicappers that have a good day and shoot 95-97.

I've been anywhere from a 12-16 over the last 10+ years, and I've broken 80 maybe twice in that time, none in down/putt out style tournaments.

As a 13 index, I'm suspicious of a 77.
A handicap is 85% of your best 10 of last 20 rounds.
83 to 100 is the range of my last 20.
I have shot 39 on 9, but breaking 80 as a 13 index is suspicious. My course is a 137 slope, course rating 72 from white tees.
Only way I see myself shooting 77 is at an easy course with maybe a 119 slope and 69 course rating.

Definitely a sandbagger. I played at a club for a couple years that did tons of tournaments and I always noticed that during the "shitty tournaments" some guys who were 10-15 handicaps would shoot in the high 80s and then magically when the big prize tournaments came about, they were ALWAYS shooting in the high 70s and low 80s.
That or they just fricking cheat, which is also a possibility.

Caps are supposed to be your top potential for this reason.. a 13 dropping 77s on the reg is not a 13
At my club they track each tourney and will adjust the cap for people who are 3 strokes better for 3 tournies

Having a 30 catch a good day and shoot 89-91 isn’t crazy.
Having a 15 break 80 is bullshite. Especially if he does so in tournaments consistently.

I used to be in charge of tournaments for my club. We worked with all the other clubs in the area to track player results. You better your sweet arse we adjusted certain players' handicaps. Oh, they'd bitch and moan but I'd tell them, "We're not hurting for competitors. You can always not play. That's an option you should consider." They always played anyway. Had to save face with their pals.

Usually they are short fat guys who love to drink during friendly rounds.
