He has the right to do it. He's the president.
Joe Arpaio broke the law repeatedly. Trump is just proving that he doesn't care about "rule of law" at all. He cares about getting his way. So, yeah, go ahead and pardon him. The law says he can. But, in doing so, he's admitting that the law that convicted Arpaio is less important than being someone that Trump likes.
Fitting.
