In 2017, yes. In 2020, who knows.
There have been some significant cracks in the dam in the last 2-3 years and they will likely get bigger in the next few years. When the latest Kim took over, many didn't think much of him because he was young and their suspicions have grown. There are now citizens overtly defying the authorities and, in some cases, the authorities are letting it happen without reprisal.
There are also many SK organizations that send all kinds of Western or SK products, tv shows, movies, etc over the DMZ in balloons in an effort to expose NK to the outside world and cause a revolt from within.
One of the biggest issues for reintegration is the SK's themselves. Unfortunately NK's that cross over into SK are often considered outcasts of society and stand out from the crowd due to their small stature derived from a lifetime of malnutrition.

It's actually quite a bit more than a regional problem as the United States has tens of thousands of troops on the border and considers the protection of South Korea and Japan to be in it's vital interests. So whether we might wish ourselves to be less involved in that region or not, the reality is this is very much our problem as well.

I'm not sure about this one but the previous one they tested flew 7 times higher than the space station.

I think all the pop culture jokes of terrible launches has really blinded a lot of people that these guys are building an impressive nuculear program at an unprecedented rate.

The one launched today has the reach if the trajectory is changed to reach the Midwest or say Louisiana. People making jokes haven't been paying attention. We have been hearing its "years" away and it's actually reality now. It's a powder key and I can't imagine it not coming to a head in the not too distant future and when it does Iraq/Afghanistan will look like Summer camp. It is going to be brutal.

The entire population of NK is smaller than our immigrant population. China can handle it.
The best reason for them to do something about Fatboy is if NK is no longer a threat, SK no longer needs us. Our influence in the region will be much lower in the long run.
