No. Evolutionary in the sense that belonging to a group (even in today's world) increases chances of survival. It may also increase a sense of well-being. We are not very far along evolutionarily speaking.
I would agree that it's citizens versus the political power structure. As such, the "us versus them" relative to political parties is intellectually lazy.

evolution created a very strong in/out group bias in our brains
with government, we're also talking about the ultimate earthly authority over us, so we become very opinionated. some people are willing to be slaves in certain areas but not others (and vice versa). so we have groups dedicated to securing the power we want and trying to eliminate those who want power over areas we refuse to cede

2. Tribal homogenization instinct: humans have a genetic need to force full assimilation into the 'clan' to insure harmony and survival.
All revolutions, wars, upheavals, or whatever can be traced to one of these two motives. Destroy what is not like you and take from others who have more. Both basic survival instincts.
Live and let live is just not human nature.

Personally? I don't experience it too much. People generally reap what they sew.
It's mostly seen in the media and here, like I mentioned in my post.
