It's viewed as just another tax, and people from LA aren't usually inclined to raise taxes.

We aren't getting the federal money because we can't match our share of state money to get it.
Basically, they have 90/10 projects where Feds pay 90% of cost, but we have to first match the 10% of our share. We can't do it, so we leave a ton of federal dollars on the table.
Now, if we were to place a toll on every bridge over the Mississippi not connected to the interstate, which that consists of only two(BR and Vicksburg) then we could have those bridges pay for their own maintenance and reallocate the state funds elsewhere in the infrastructure.
Or we could raise the gas tax.
We should do both.

you liberals want to pay 90% of you income to taxes and fees and toll roads should be forced to live on minimum wage for a year and you would find out what its like for most of this country trying to simply survive and put food on the table

I thought the caveat to adding tolls to federal interstates was capacity (lanes) had to be added to the existing condition.

Toll roads give you another option, albeit at a price. If you don't want to take the toll, you don't have to. The Loop around Baton Rouge isn't meant for local traffic. It's meant to provide an alternative for heavy traffic going thru Baton Rouge to go around the city all while paying for the road.
In short, out of towners pay for the toll road. Take them off the interstate and Airline, you have less congestion on those roads for locals.
