Tier 1 (in no order)

UNC
UCLA
Duke
Indiana
Kansas
Kentucky

Tier 2
Arizona
Syracuse
Louisville
Georgetown
Michigan State
Villanova
UCONN

eta: I am most doubtful about Michigan State belonging on this list.

#14 on all-time wins list ahead of Arizona, Ohio State, Villanova, Michigan State and UCONN

#13 in winning %

If we are going by history then, yea, your list is great, but the last 2 decades it hasn't been that way.

The last 20 years I'd have, in no particular order:

UNC

If Indiana and Kansas are in, then Louisville should be Tier 1 as well. 33 years between their first and last title, as many titles as Kansas and a higher winning percentage than Indiana.

ARKANSAS, whether you like it or not, is most definitely TIER 2 in College Basketball History. Compare The Hog's bb resumes with Arizona, Syracuse, Georgetown, and others and you will understand.
