all the licensing board can do is respond to complaints with an investigation and hearing. the most severe penalty they can invoke is a revocation of the license, but that can only be after repeatedly being found guilty of violations. otherwise, they can wait until a criminal conviction, and then revoke, under the following language:

Problems relating to the ability of the contractor, its qualifying party or any of its principal shareholder or principal shareholders to engage in the business of contracting, as demonstrated by prior contracting business experience and for failure to show the ability to serve the public economically, expediently and properly; while possessing the necessary qualifications of responsibility, skill, experience, and integrity.

I understand you are emotional over this but you need to understand how the license board works. They can only enforce license law and their powers are limited to that. They will literally tell you that civil and criminal activity that falls outside of license laws needs to be addressed through the proper channels. Looks like this is being addressed through law enforcement like it should be. About the only thing they could enforce out of this story is the mold remediation without a license part.

Once action like this is taken against a contractor, then they have a right to revoke and deny any future licensing to him and nail him with a lot of fines.

According to prison records, 39-year-old Matthew Morris was released from Ascension Parish Jail Friday after posting a $635,00 (sic) bond. Morris used a bailbonds service out of Baton Rouge.

Morris is accused of defrauding 13 victims, six of whom are over the age of 60 years old. Investigators say the victims signed a contract with Morris’ company, Complete Construction Contractors, LLC for repairs. Morris then allegedly ignored requests for estimates and only offered inflated estimates after demolition had already been completed. Deputies say some of these estimates were two-thirds the cost of the victims’ entire insurance payout.

Deputies also learned that Morris had charged victims for services that had not yet been started or completed. When the victims attempted to terminate the contract, Morris would then bill for thousands of dollars for “claim assistance” fees in addition to 50 percent of the total job estimate.

Morris was charged with 12 counts of residential contract fraud, nine counts of misapplication of payments, six counts of theft of assets of aged persons, filing or maintaining false public records, 12 counts of prohibited activities and sanctions and 11 counts of engaging in business of contracting without authority prohibited.

75k and some change. It's 10% to the Bail Bond co. and an extra 2% to the state now.

Aside from billing for services not rendered, he appears to have contractual protections here....chances the charges are greatly diminished?

I'm not saying it should, but the contract will help him. It's 12 pages long but clients had to sign each page that they read and accepted the terms.

Thats what I was thinking too, should be interesting. My bet is they can only get him for the mold stuff and if he billed for services that weren't rendered. The other accusations, if true, are just slimy but probably covered in the contract...I'm pretty well versed in law too, bird law

I have first hand knowledge of the contract, never once does it say anything about mold remediation. It talkes about mitigation because of which the mild stuff won't stick...this will get interesting when whatever makes it to court and has a jury when families are giving testimony

They have thrown a bunch on the wall and my guess is they know a few will stick. Probably a few more still coming down as well. He won't walk without them getting a good piece of his hide.

And 70k for his bond he could use property in lieu of cash.

Anyone else have an issue with bail set for people accused of stealing money?

Are their liquid assets frozen before bail can be made?

Are they using the allegedly fraudulent gains to make that bail?

Bail should not have been set since it's victim's money.
His house at 21313 Turkey Creek Drive was obviously built with the same.
Google Map shows new large homes on large lots.
