If it relates to his policies, I have no problem with it going through his staffers for approval. Having a dept head stating a policy view that doesn't match the administration would be undermining the executive.

EPA is large bloated and is full of leftists.
The goal of the EPA today is not clean air and water.

Hell, just shutter the entire agency (probably your preference) if the boss can't trust its conclusions. Or replace those that produce the data. But the OP is the worst fix, IMO.
