Black community has to learn to trust the police more than the criminals that live next to them. Until the black community starts turning in the criminals that they know are around them, most criminals will run loose and have their way with the city

A constant reinvestment in trade schools and Blue collar job training.
A massive overhaul of the bloated and ineffective school boards in the bad areas.
A major investments into the quality of teachers and schools in this areas
A massive grass roots campaign for after-school activities and clubs for the youth to be a part of.
2 or 3 generations of all of those things so that the people who benefit from them pass those benefits back into their communities.
People forget that less than 60 years ago back people didn't have the right to vote, proper education, access to society, etc...... Then the south fought against those rulings. I mean my parents can remember when they integrated some of the schools in New Orleans less than 40 years ago. That means that there is only one generation of adults alive who can't actually rememeber the process of integration and segregation in this city. And the repercussions of those things are still very visible.
There's nothing that can be done immediately. It's going to take time and generations and it's going to take the communities themselves rising above their current struggles and issues.

Those shootings are extremely rare in nice neighborhoods and most parts of town. And every city in the county has crimes and murders in its slum parts of town.
If you stay in the safe neighborhoods and you don't do anything stupid like walk alone at 3am on the side streets near the French quarter or wander around in the middle of the night uptown by yourself, the chances of you running into trouble in new orleans are slim to none.
Yes, this city has crimes, but some of y'all act like it's a post apocalyptic scenario where at any time in any place you might just randomly get shot. That's not true and it's not how it works. Just like any place in the country, you have to be smart about what you do. There are bad neighborhoods, we just happen to have large clusters of them, and more thugs living in them than most places. But those thugs for the most part shoot and rob and fight each other.
As for the asinine "what will it take, a group of white people murdered in daylight?". Yes. That would be a huge deal seeing as nothing like that has ever happened in New Orleans and it would be a major domestic terrorist attack.
Also, shite like that has happened in other parts of the country. I don't see you declaring them war zones.

Schools in Nola are on the upswing already. The charter school movement has been pretty incredible. Just saying.

1) Patience. It won't happen over night. The hood mentality needs to be eradicated and that will take at minimum 2 generations.
2) competent elected officials to complete the following.
3) Education along with after school programs. The parents are not going to help so it's up to the schools to change the mindset.
4) Real judges who are the toughest on crime.
5) Double the size of the NOPD and increase the pay. Unfortunately this means much higher taxes.

Japan has ~ 128 Million people. In 2013 in the WHOLE country there were 939 murders or attempted murders.

Accessibility to firearms plays a small role but doesn't nearly get us from our murder rate to theirs.

Humans are high end predators. Civilization takes the edge off of the predation. Some humans civilize better than others. I'd bet human predation follows a bell curve.

New Orleans small size has some to do with it. Houston is just as bad. If a shooting happens in SE Houston, the attitude is oh well. Everybody knows that area of town is a toilet.
Nola is so relatively small that it is easier for trash to spill over its borders.

Judges need to stop giving slap on the wrist sentences for violent crimes and gun crimes.
Stop being a welfare state. You have 5 kids from 4 different men...goverment isnt going to pay for everything so you can sit at home all day and keep popping out more kids that you're just going to let run the streets. If you aren't employed full time or doing 40 hours a week in community service, welfare gets cut off

maybe having people actually pay for their crimes? How many times do you see someone arrested and they show a record 10 pages long ?yet, we have a governor who thinks we have too many people in prison and wants to eliminate trying 17 year olds as adults.
