A police sniper has been dispatched but he didn't say where to.

You're thinking about the movies brah. They either thought they were out of the crime scene and safe or they didn't care if they get arrested. Maybe they want to become "heroes" to their peers. Either way, the "going out in a blaze of glory" idea is a little over dramatic.
