I submit Marvin Gaye's bassist Frank Blair. The grooves he laid down on 'Funk Me' were sublime.

Let's get the obvious ones out of the way first:
McCartney and Sting - each catches too much crap. For guys who were either frontmen/solo artists (and, frankly, McCartney could play anything) - criminally underrated for their bass contributions to their respective bands' catalogues. "Relatively" underrated.
Next - the King Crimson bass players, mainly I'm talking about Tony Levin and Boz Burrell - each a great bass player in their own right, and relatively unknown outside of their bands' fan bases.
Here is Levin showing off his invention - the "funk fingers" -

Boz Burrell would go on to team up with Simon Kirke to form one of the most underrated rhythm sections of all time for Bad Company.
Finally - Tom Commerford (RATM/Audioslave) - just brilliant. He and Wilk are the reasons to listen to RATM, period.

Karnivool- Jon Stockman
Periphery- Nolly Getgood
Between The Buried and Me- Dan Briggs
Those are the ones off the top of my head.

He was well respected by his peers, but I always thought Bill Wyman got overlooked. His style was stoic but watch his hands.
Phil Lynott was a tremendous frontman but also a really good player and he had to be with Moore and Gorham.
Tony Campos has been in 4 or 5 really good bands but when I saw Soulfly last year he plugged up then walked through the crowd to get a beer and nobody knew who he was.

They were scared of him because he looks like a rapist.

Bruce Thomas -Elvis Costello & The Attractions.
Armed Forces gets my vote as the best album-length rock bass recording of all time.
If I had to pick one track to support my viewpoint, it would be this.
Speaking as a bassist myself, I would kill a bitch to put together a performance like that.

Probably not underrated at all but a badass:
Tal Wilkenfeld Compilation
She has played with Jeff Beck, Herbie Hancock, etc...
She has one solo album out. It is awesome as well!!

That album did come to mind when I saw the title of the thread, really nice bass work. But I'd still have to go with Quadrophenia.

This. Greatly overshadowed by Morrissey and Johnny Marr. Brilliant bass lines.

I guess for me it comes down to Thomas' musicality over Entwistle's speed and dexterity. The latter being best illustrated on "The Real Me", which is still jaw-dropping four decades after it was recorded (damn, that sentence really reminds me that I've gotten old).
But it's those instances where Thomas goes minimalist in service to the song that really stand out to me. Knowing when not to overplay is critical to every musician.
Of course the OP also asked for most "underrated" bassists. Don't think The Ox fits in that category.
