I think Vulgar Display of Power is the overall best but my personal favorite is actually Reinventing the Steel. I get some flack for that but whatever. It's hard to go wrong with any Pantera.

Each subsequent album from Cowboys From Hell to The Great Southern Trendkill got better and better in some capacity.
Phil's vocals on the latter album are some of the most brutal and haunting I have ever heard. I challenge you to demonstrate a non death or black metal record with a more powerful or dark voice.
Vulgar Display of Power is probably the most complete and is easily their most influential and iconic album, but The Great Southern Trendkill just stirs me in a way that no other Pantera album can.

Vulgar Display of Power is one of the best metal albums of all time.

Vulgar is my favorite song-wise
Far Beyond Driven is my favorite sound-wise
My favorite Pantera song, though, is Revolution is my Name from Reinventing the Steel.

It is and will always be Cowboys From Hell.
I could say one word...Shattered. but Domination, Heresy, Cowboys from Hell all speak for themselves.
