Would Pop rather NO play GS or OKC?
The NBA has ruled that they want OKC when they recended the 16th & 17 technical fouls. Does Pop care more about home court or screwing GS and the league?

If I'm Pop, I want the 5 seed. I'd still get homecourt and I'd play an injured Portland. They are going to end up playing GS anyway, might as well play them sooner than later, when they still have rather fresh legs.

I'm sure Adam Silver is going to put his integrity on the line in year one in order to protect an 8 seed who is going to get swept in the first round anyway.

We don't know what Westbrook said. For all we know, the ref told league officials that he overreacted and gave Westbrook a T he didn't deserve.
Regardless, the league has significantly more information about that technical than we do, and they made a decision, hopefully, based on that knowledge.
But Adam Silver is way too smart to put his reputation on the line for something so small to gain.

If this were say Brook Lopez or Isaiah Thomas and decided the back end of the playoffs in the East, can you honestly say you'd care enough to judge Silver on this?

I'll apply Occam's Razor. The ref, who may be the only person who heard what he said, thought he deserved a T, so he gave him a T.

The point is that you don't know. Neither do I. And I don't think Silver is pulling strings for a team which may miss the playoffs anyway. Risk isn't worth the reward.
