Insane alcoholic, hearing voices, screaming randomly, assaulting innocent strangers, flaunting weird obsessions.... Is there a city in the US with a higher per capita population of these nuts than NOLA? Is there a city where their dangerous and obnoxious behavior is more accepted as a part of the culture?

Yes. Pretty much every big city. San Francisco and New York probably have the worst cases. I thought there were a lot of homeless people in New Orleans until I moved to Washington. It pretty much increases with the size of the city.

Sure, there are mentally ill people roaming the streets of cities and towns all over this country. In New Orleans, they seem to frequently be considered as local color, and find a city that seems to readily accommodate their unfortunate circumstances and lifestyles. Share some of your worldly sophistication and let us know if you believe that their per capita population in NOLA is average or if it might vary from the norm.

Your first link concerns homelessness, not mental illness. Certainly related, but not interchangeable.
Your second link concerns states, not cities. Can we agree that NOLA is not like the rest of Louisiana? (Not a value judgment, not saying better or worse, just different).
I'm sure you'll do some more relevant research before posting again. And thank you for going to such great lengths in an effort to answer the questions I proposed.
Also, I have one other friendly piece of advice. If random shite offends you and you believe that scholarly research is a prerequisite to posting, you may want to avoid the O-T. A quick scan of the page 1 topics should make it clear that random shite quite frequently trumps research in this forum.

Not a single lunatic stabbing people on the street has ever been embraced as emblematic of "local color". Not one. And to answer your question, there is not one iota of evidence to suggest that N.O. has a higher percentage of said lunatics than the norm.
