I was rear-ended a few years back and I got three quotes to fix the bumper/trunk, once the guy saw the quotes, he just called his insurance and they cut me a check.

you can buy that tail light for $100. The second quote show just labor on the bumper, but the are replacing the step cover. might be part of the process, but seems weird
if you are concerned, send the pictures to a shop for a quick quote.

Does she have your insurance or license info?
If not, F-her.
I would say $200 for a new tailight (at a shop, $55 on eBay)
then touch up the bumper.

1100 still seems high.
I have a 2005 Grand Cherokee and had almost the exact same repairs done after some trick hit my parked car...
Needed a new tail light, and had to have my bumper repaired and repainted.
Took 4 days and cost right at $640.00

Nope, I just bit the bullet and paid for the ridiculous quote he got.
I was doing maybe 15mph at the point of impact when I hit his rear bumper corner. Damaged the bumper and busted the taillight. a-hole got a quote to replace the bumper, taillight, rear quarter panel and paint his piece of shite. I never said anything because we didn't report it. The old camp truck didn't have any paperwork or ins on it.

Just let your insurance company deal with her. If you pay for her property damage out of pocket, you'll be pretty mad if/when she later makes a claim for personal injuries.
