Louisiana traffic law and left turns question

Here is the scenario:
Driver A is on a simple 2 lane hwy(one lane of traffic in each direction), he is making a left turn into his driveway. Driver B is impatient and attempts to pass driver A, hitting Driver A as he is turning. Who is at fault?

My grandfather and I had a wreck exactly in that scenario. We were driver A. I was only 8, but common sense says B is at fault if a turn signal was used.

Did driver B pass the driver on the left who was turning left? If so not only is driver B at fault but a pretty dumb person.

Its A. The only time it wouldnt be was if there was a yellow line not allowing B to pass

So you are saying that overtaking a vehicle while there is a vehicle in the way is legal??

Sounds to me like the other lane was occupied. Otherwise how was there a collision? Maybe a dumb state law says that person A is in the wrong but person B should get a darwin award.

Passed on left from what i can gather. If there is room to pass on the right, and he didn't B should be ticketed.

Obviously hitting the guy failed that safe operation.

It just a simple country road, two of my neighbors have been hit trying to turn left into their driveway from a vehicle trying to pass...both times the vehicle making the turn was at fault.
